Jurisdiction: Central Valley / Kern County, California (Bakersfield, Lamont, Delano, Shafter, and surrounding municipal zones)

Governing Law: State of California

1. Scope of Mechanical Services, Repairs & Advanced Diagnostics

Plumbing Doc provides residential, commercial, and tenant improvement plumbing solutions, high-volume sewer and drain clearing, professional video pipe tracking, and zero-dig trenchless utility line replacements.

  • Upfront Estimating & Transparent Pricing Metrics: In alignment with our commitment to consumer transparency, no structural modifications or mechanical line clearances begin without an explicit pricing review. Informational text, dynamic online configurations, or standard menu lists found via 661-218-2374, [email protected], or https://www.plumbingdoc.net/ are preliminary. Final binding contracts are executed strictly in writing on-site after a professional evaluation is performed.
  • Trenchless Line Replacement & Sizing Improvements: Our non-destructive trenchless replacement technology restores failed subterranean lines behind walls, beneath floors, and across lawns without structural disruption. This process applies to structural utility failures and commercial tenant improvement projects requiring up-sizing of existing lines. Successful execution requires an open pipeline run; lines with total structural cave-ins or massive soil voids may require targeted localized structural access.
  • Emergency Dispatch Parameters: Emergency service lines function 24 hours a day, 7 days a week, including weekends and holidays. Emergency dispatch times vary based on environmental factors, municipal traffic windows, and real-time technician positioning across the Central Valley footprint.

2. SMS & Mobile Communications Consent

By scheduling a diagnostic session online, submitting an inquiry, or dialing our Bakersfield operations lines, you enter our direct automated field operations network and provide explicit consent to receive SMS communications from Plumbing Doc for:

  • Logistical & Dispatch Coordination: Real-time booking confirmations, automated service reminders, field technician tracking alerts, and urgent 24-hour emergency arrival ETAs.
  • Technical Asset Delivery: Digital delivery of pipeline structural analysis sheets, high-resolution visual tracking files, upfront pricing options, and itemized progress invoices.
  • Account Support: Progress billing updates, manufacturer appliance registries, and seasonal preventative drainage reminders.
  • Opt-Out Control: You retain absolute authority to terminate mobile alerts at any time by replying STOP. Standard message and data rates apply.

3. Professional Standards, Licensure & California Code Compliance

Owned and operated by United States Air Force veteran and former Kern County Fire Department hotshot crew member Rick Clemmons, Plumbing Doc maintains high structural standards. The company operates as a fully licensed, bonded, and insured mechanical entity in strict compliance with the California Contractors State License Board (CSLB) parameters, the California Plumbing Code (CPC), and California Division of Occupational Safety and Health (Cal/OSHA) safety criteria.

4. California Transit Logistics & Severe Weather Factors

Operating a wide dispatch framework across Kern County, Plumbing Doc is legally exempt from project delays, technical standby fees, or mechanical timeline deviations caused by:

  • Heavy transit or routing bottlenecks unique to Central Valley highways and mountain passes (including the Golden State Highway/I-5, CA-99, CA-58, and local arterial thoroughfares).
  • Severe regional environmental weather parameters (including high summer heatwaves, heavy dust storms, Tule fog visibility blocks, or flash flooding) that make high-voltage work or deep trench operations physically unsafe for field crews.
  • Delays induced by the state-mandated utility tracking program (DigAlert 811 / Underground Service Alert of Southern California).

5. High-Pressure Scouring & Substrate Failure Disclaimers

Our professional sewer and drain cleaning services utilize calibrated mechanical equipment and high-velocity cleaning tools to scour away grease, roots, and scale buildup without relying on harsh chemicals. Property owners acknowledge that these physical cleaning methods place internal mechanical stress on older pipe walls. Plumbing Doc disclaims structural liability for the unexpected failure, line breach, or collapse of conduits that were fundamentally thinned, cracked, or root-penetrated by decades of unmonitored corrosion prior to our technical arrival.

6. Limitation of Liability

To the maximum extent permitted by California statutory provisions, the aggregate civil liability of Plumbing Doc for any mechanical omission, installation variance, or contractual dispute shall not exceed the actual aggregate financial sums paid by the client under the specific service invoice. We assume no civil liability for pre-existing toxic mold growth, sub-slab foundation shifting, concrete erosion from historical leaks, or biological contamination from sewage backups occurring prior to our technical mobilization.
